If you’re planning to import must or grape juice into South Australia this vintage, you and your supply chain need to meet the importation requirements for these in relation to grape phylloxera under Condition 7 Clause 4 in SA’s Plant Quarantine Standard.
Grape juice may enter unrestricted into South Australia if it meets the definition of ‘filtered juice’ under Clause 4.4. This juice must have been processed by filtration, centrifugation, cold settling or alternative to achieve a 50 micron filtration rating or tighter. This level of filtration ensures that no phylloxera insects are present in the juice.
If you are unable to process your grape juice down to the level required to meet the definition of ‘filtered juice’, you must instead meet the South Australian entry requirements for ‘crushed fresh grapes (must) and unfiltered (fresh) juice’ detailed under Condition 7 Clause 4.3. Importer registration and direct inspection requirements apply, as follows:
As a South Australian business importing crushed fresh grapes (must) and unfiltered (fresh) juice produced from grapes grown in a Phylloxera Risk Zone (PRZ), Phylloxera Infested Zone (PIZ), or Phylloxera Interim Buffer Zone (PIBZ)1 into the state –
- Your applicable importer registration documentation obtained through PIRSA is either:
- ICA22, if you plan to import multiple consignments in the year; or
- A Plant Health Import Certificate (PHIC) for each consignment.
- Each consignment must be accompanied by either:
- A Product Movement Declaration (PMD) issued by a sending business accredited by an interstate biosecurity department under ICA22; or
- A Plant Health Certificate (PHC) obtained from the sending state’s plant biosecurity department.
- All such consignments into South Australia are subject to direct inspection on arrival, which can be carried out by a receiving South Australian business accredited by PIRSA under ICA22, or by PIRSA.
As a South Australian business importing crushed fresh grapes (must) and unfiltered (fresh) juice produced from grapes grown in a Phylloxera Exclusion Zone (PEZ) into the state –
- Your applicable importer registration documentation obtained through PIRSA is either:
- IVCA or IR01, if you plan to import multiple consignments in the year (noting that only the IVCA option allows your business to direct inspect and verify consignments as well); or
- A Plant Health Import Certificate (PHIC) for each consignment.
- Each consignment must be accompanied by a Plant Health Certificate (PHC) obtained from the sending state’s plant biosecurity department.
- All such consignments into South Australia are subject to direct inspection on arrival, which can be carried out by a receiving South Australian business accredited by PIRSA under IVCA, or by PIRSA.

- Email manifest details to PIRSA.PlantHealthManifest@sa.gov.au, including a description of the produce type, quantity, carrier details, name and address of the sender, name and address of the receiver, consignment note number and estimated date and time of arrival

1 “Phylloxera Interim Buffer Zone” is defined in the South Australian Plant Quarantine Standard as a zone of 5 km radius around a new detection of grape phylloxera in Australia, as officially notified by the Chief Plant Health Manager of the jurisdiction in which the detection has been made, as an interim measure pending declaration of a new or amended Phylloxera Infested Zone in that jurisdiction.
